How do they do what?  Control the thrust of a solid propellant motor or 
raise capital?  The document I saw looks like something designed for the 
latter rather than the former.  Be careful if someone mentions that they 
have an Intra-state offering registered and are looking for qualified 
investors.  Think about it.  if you were fishing around for funds for a 
project of this nature where would you look?  Now this response is not an 
opinion of any sort, kind or nature whatsoever concerning the merit, value 
or efficacy, if any, of the technology or the general methods suggested by 
the referenced document.  This is just a observation from someone in the 
business that in my professional opinion this is an attempt to generate 
interest pursuant to some form of fundraising.  Caveat emptor.
