The IFC is copyrighted, so it's not available (for free) on the web. You should go down to your local library and find a hard copy. Look at section
3301.1.4, titled "Rocketry", which states something along the lines of:
The storage, handling and use of model and high-power rockets shall comply with the requirements of NFPA 1122, NFPA 1125, and NFPA 1127.
The NFPA documents aren't specific to APCP, but presumably do give the local fire marshal jurisdiction over rocket motor storage.
