Washington state adopted the Universal Fire Code which contains by reference
the NFPA codes.  L&I may soon be out of the picture as far as regulating
APCP as an explosive but remember you still have to keep the fire marshal
happy.  Especially in places like King county.

Fire marshals and local AHJ's do have some say when it comes to storing
stuff they consider darn flammable.
