I can clearly show that ~25% of the stuff that comes out of the motors I
build is good old water...of course, it's at about 2000 degrees C...

Can I store my proposed water propellant in the magazine  in the 2 liter
bottles I am going to launch  or do I have to keep the propellant and casing
seperate till launch ?

Really?  I heard ( although it was on Fox news, highly undependable ) that
water "if proposed use is as a rocket propellant . . ." is included.
That means that your magazine must hold water.
