Or perhaps instead of dropping the "$" and having the "%" be ambiguous, the 
deal is a simple "All items in stock for $25 off MSRP"...

For those of us who buy the lower-end items, this would be the most 
attractive of the possible interpretations of the offer!

I'm not getting my hopes up, but this is as valid a parsing of "All items in 
stock for $25% of MSRP" as either of Andrew's suggestions.
