Cut bait and take the easy way out...

Download Virtual PC from Microsoft (free)
Install XP in it, install your software in that

The Vista laptops I have received included a XP downgrade that I used to
do this.

If you are running 64bit Vista I assume you got it with at least 4 gigs
of ram if not more.  Give the Virtual PC a gig of that to run on with
maybe a 8 gig virtual HD.

Unfortunately, you guys may be in for a bit of a fight.

As an IT consultant, 64bit anything has been a disaster.  In fact, I'm
right in the middle of fighting with Microsoft trying to install Office
2007 on 64-bit Vista.   We've been thru so many versions of .NET my head
is spinning.

I'm not sure what to tell you at this point.....

I've got the same problem here.  I really need to get this to work on my
new 64 bit lap top before LDRS.  !!!!
